Population
When looking at taxes and population there are only two things that really matter.

1. How much gold income you are getting
2. How many idle population you have

Loyalty affects the idle pop, but it really doesn't if you have plenty of idle pop how low your loyalty is unless someone is trying to take you over. Loyalty will always gravitate slowly up or down depending on your tax level until it reaches: Loyalty = 100 - tax.

When you mouse over the two people in the bottom left hand corner of the screen it gives you a nice overall picture of your pop. The only ways to get more current pop are to

1. Raise your village levels (assuming you have 12 to 14 as discussed earlier, if not build more)
2. Increase your loyalty

I prefer to keep raising my max pop and the current pop will rise with it.

Taxes
There are two ways to get the most out of your taxes. The easiest way is to set it to 50% and never change it. When you do this you keep raising max pop to get more income.

The second way is a lot more complicated, however some players swear by it. Essentially you raise your loyalty to 85 with low taxes (15 to 20). Then you set taxes to 100% and keep loyalty high by using prayer. Use this method with care. Use this method at your own risk, because if you go AFK for long periods your loyalty will get to 0 and will have repercussions on your city.

For my city, I set 27% Tax rate, to come up with 73 loyalty.
So, it would have the highest Gold hourly production rate without DECLINE trend of idle population..
It is just my opinion for reference. Please feel free to have open disucssuion/~
